. The rule, which is called the $1 per $1,000 rule, states that the hotel rate is economically justified if the average daily rate for hotel rooms is $1 for every $1,000 of project cost. Louis Toth, a writer, speaker and professor of hotel accounting, began popularizing the $1 per $1,000 rule in 1947. His caveats to the rule are presented.
