Best starter shoes 
A little pricey, but well worth it. These last much longer than the knock-offs we found at local stores. They wash well and look cute. These even came with matching socks included.

Robeez Infant Shoes
I ordered a pair of 0-6 month Robeez for my son when he was three months old and they kept his feet very warm and weren't easily kicked off like other brands I have tried in the past with my first son. He is now almost seven months and is in the 6-9 month size. They are great!
These do stay on
Both of my kids have worn Robeez indoors from the time they could crawl. The other reviewers covered everything so I'll just add that the elastic is pretty tight and you really should remove them while the child is taking a nap. We found ours had red marks on their ankles after wearing their Robeez for a few hours.
